स्वास्थ्य विभाग में गैरहाजिर चल रहे 158 चिकित्सक बर्खास्त
राज्य सरकार ने डाक्टरों के बर्खास्तगी प्रस्ताव को दी मंजूरी
देहरादून। चिकित्स स्वास्थ्य एवं परिवार कल्याण विभाग के अंतर्गत विभिन्न अस्पतालों से लम्बे गयाब चल रहे 158 चिकित्सकों की सेवाएं समाप्त कर दी गई है। जिसकी मंजूरी राज्य सरकार ने दे दी है। राजकीय चिकित्सलयों में तैनात इन डाक्टरों की अनुपस्थिति से जहां स्वास्थ्य व्यवस्था चरमरा रही थी वहीं पर्वतीय व दूरस्थ क्षेत्रों में मरीजों को तमाम परेशानियों का सामना करना पड़ रहा था।
प्रदेश में स्वास्थ्य सेवाओं के सुधार की दिशा में सरकार ने बड़े फैसले लेने शुरू कर दिये हैं। एक तरफ जहां सरकार चिकित्सालयों में चिकित्सा सुविधाओं को अपडेट कर रही है वहीं दूसरी ओर विभाग में लम्बे समय से गायब चल रहे चिकित्सकों व अन्य कार्मिकों पर नकेल कसना शुरू कर दिया है। इसी कड़ी में प्रदेशभर के विभिन्न राजकीय चिकित्सालयों में तैनात प्रांतीय चिकित्सा स्वास्थ्य सेवा संवर्ग के 158 चिकित्सकों को बर्खास्त कर दिया गया है। इन सभी चिकित्सकों के बर्खास्तगी प्रस्ताव पर सरकार ने अपनी मुहर लगा दी है। ये सभी चिकित्सक लम्बे समय से अस्पतालों से बिना बताये गायब चल रहे थे।
इनमें से 60 चिकित्सकों ने कभी नौकरी ज्वाइन नहीं की, 59 चिकित्सक बिन बताये अनुपस्थित हैं जबकि 39 चिकित्सक परिविक्षा अवधि से ही गयाब हैं। जिनमें अल्मोड़ा जनपद के 12 चिकित्सक, नैनीताल, चम्पावत व उत्तरकाशी के 11-11, ऊधमसिंह नगर 21, देहरादून व बागेश्वर 9, पिथौरागढ़ 5, हरिद्वार 6, रूद्रप्रयाग 7, पौड़ी गढ़वाल 10 तथा टिहरी गढ़वाल व चमोली के 13-13 चिकित्सक शामिल हैं। इसके अलावा प्रदेशभर के विभिन्न चिकित्सालयों से गयाब चल रहे 20 और चिकित्सकों को भी बर्खास्त किया गया है। लम्बे समय से अनुपस्थित चल रहे इन चिकित्सकों की वहज से दूरस्थ क्षेत्रों के मरीजों को भारी समस्याओं का सामना करना पड़ रहा है।
इन मरीजों को स्थानीय स्तर पर उपचार न मिलने से इन्हें जिला अस्पताल या फिर बड़े शहरों के निजी अस्पतालों की ओर रूख करना पड़ रहा है। इसके अलावा स्थानीय लोगों व जनप्रतिनिधियों के द्वारा गायब चिकित्सकों की शिकायतें सरकार को मिल रही थी। लिहाजा सरकार ने कठोर निर्णय लेकर इन सभी अनुपस्थित चिकित्सकों के खिलाफ बर्खास्तगी की कार्रवाई अमल में लाई। वहीं सरकार का कहना है कि इन चिकित्सकों के रिक्त पदों को शीघ्र भर दिये जायेंगे। इसके लिये जल्द ही उत्तराखंड चिकित्सा सेवा चयन बोर्ड के माध्यम से नई भर्ती निकाली जायेगी।
स्वास्थ्य विभाग में लम्बे समय से गायब चल रहे 158 चिकित्सकों की सेवाएं समाप्त कर दी गई है। ये सभी चिकित्सक बिना बताये विभाग से अनुपस्थित चल रहे थे। जिसका प्रतिकूल प्रभाव प्रदेश की स्वास्थ्य सेवाओं पर पड़ रहा था। सरकार लापरवाह व गैरहाजिर चिकित्सकों को बकसने के कतई मूड में नहीं है भविष्य में भी ऐसी कार्रवाई अमल में लायी जायेगी। हमारा मकसद प्रदेश में आम लोगों को बेहतर स्वास्थ्य सेवाएं उपलब्ध कराना है जिसके लिये सरकार लगातार प्रयासरत है।– डॉ. धन सिंह रावत, चिकित्सा स्वास्थ्य एवं चिकित्सा शिक्षा मंत्री, उत्तराखंड।
