महाशक्तियों की राजनीतिक और आर्थिक महत्त्वाकांक्षाओं ने तीसरी दुनिया के उभरने की संभावनाओं को सुनियोजित तरीके से खत्म कर दिया है। इसका प्रतिबिंब है दक्षिण एशिया और इन देशों का क्षेत्रीय संगठन दक्षेस जिसे सार्क भी कहा जाता है। अमेरिकी प्रभाव में पाकिस्तान की जमीन का सैन्य कार्यों के लिए उपयोग और नेपाल के आधे-अधूरे लोकतंत्र पर चीनी कम्युनिज्म की काली छाया के चलते दक्षिण एशिया के देशों को एकजुट रखने का ख्वाब कई दशकों पहले ही टूट चूका है। इस क्षेत्र में विभिन्न देशों के बीच राजनीतिक मुद्दों पर गहरे तनाव बढ़े हैं तथा सांस्कृतिक टकराव की स्थितियां भी निर्मिंत हो गई है।
इन जटिल स्थितियों ने सबसे ज्यादा चोट दक्षेस की स्थापना को पहुंचाई है जिसका उद्देश्य दक्षिण एशिया को एकजुट करना और इसके देशों के बीच समृद्धि, विकास और शांति को बढ़ावा देना बताया जाता था। हाल ही में बांग्लादेश और पाकिस्तान के राष्ट्राध्यक्ष किसी तीसरे देश में मिले और उनके बीच सार्क को पुनर्जीवित करने पर बात हुई तो इसमें संभावनाएं कम और मनोवैज्ञानिक दबाव की कूटनीति ज्यादा नजर आई। दरअसल, बांग्लादेश में शेख हसीना के तख्तापलट के बाद भारत के इस पड़ोसी देश की राजनीतिक परिस्थितियों में भी भारी बदलाव देखने को मिल रहे हैं। लंबे समय से सत्ता पर काबिज शेख हसीना के खिलाफ छात्रों का आंदोलन देश में राजनीतिक परिवर्तन के तौर पर देखा जा रहा था, लेकिन बाद में कट्टरपंथी शक्तियों के प्रभाव में अब यह भारत विरोध के आंदोलन में परिवर्तित हो गया है। बांग्लादेश की मौजूदा अंतरिम सरकार के मुख्य सलाहकार मोहम्मद युनूस की पाकिस्तान के साथ राजनीतिक मुद्दों पर समाधान की जल्दबाजी की कोशिशों में सकारात्मक पहल से ज्यादा भारत पर मनौवैज्ञानिक दबाव बनाने की कूटनीति ज्यादा नजर आ रही है और इसकी छाया दक्षिण एशिया के देशों के बीच आपसी सहयोग की संभावनाओं को पूरी तरह खत्म कर सकती है। सार्क में आठ देश भारत, पाकिस्तान, बांग्लादेश, श्रीलंका, नेपाल, भूटान, मालदीव और अफगानिस्तान शामिल है। 8 दिसम्बर 1985 को काठमांडू, नेपाल से शुरू हुए इस क्षेत्रीय संगठन को तीसरी दुनिया के हितों के संरक्षण के लिए उम्मीदों के तौर पर देखा गया था और यह विश्वास किया गया था कि यह एक साझी आवाज होगी जिससे इन देशों को वैश्विक मंच पर अपने मुद्दों को उठाने में मदद मिल सके। दक्षेस का पहला शिखर सम्मेलन 1985 में आयोजित हुआ था और इसके बाद से यह संगठन तमाम विरोधाभासों के बाद भी विभिन्न देशों के नेताओं की बैठकें आयोजित करता रहा है। यह संगठन क्षेत्रीय संघर्ष, आतंकवाद, नशीले पदाथरे की तस्करी और सीमा विवादों के समाधान के संभावनाओं पर भी काम करता है। दक्षिण एशिया दुनिया की सबसे पुरानी ज्ञात सभ्यताओं में से एक सिंधु सभ्यता का घर है और दुनिया की सबसे घनी आबादी वाले क्षेत्रों में से एक है। जातीय, भाषाई और राजनीतिक विखंडन के इतिहास के बावजूद, इस क्षेत्र के लोग एक समान सांस्कृतिक और नैतिक दृष्टिकोण से एकजुट माने जाते हैं।
वैश्विक भुखमरी सूचकांक की एक रिपोर्ट में भारत, पाकिस्तान, बांग्लादेश, नेपाल और श्रीलंका की स्थिति बेहद निम्नतम बताई गई है। जलवायु परिवर्तन और कोविड महामारी से भुखमरी का संकट तो बढ़ा ही है साथ ही शिक्षा, स्वास्थ्य और रोजगार की समस्याएं भी विकराल हो गई है। दक्षिण एशिया के कई देश राजनीतिक उथल-पुथल के शिकार रहे हैं और भारत को छोडक़र अन्य देशों में अस्थिरता का अंदेशा बना रहता है। दक्षेस की स्थापना का उद्देश्य दक्षिण एशिया में आपसी सहयोग से शांति और प्रगति हासिल करना बताया गया था, लेकिन विभिन्न देशों के बीच विवाद इस पर पूरी तरह हावी रहे और इसी का परिणाम है कि दुनिया की बड़ी आबादी वाला यह संगठन आर्थिक समस्याओं का समाधान करने में विफल रहा है। चीन जैसी विदेशी संस्थाओं पर बहुत अधिक निर्भरता ने पाकिस्तान को आर्थिक रूप से कमजोर बना दिया है। इसका नतीजा यह हुआ है कि पाकिस्तान के पास अपने आयात बिलों का भुगतान करने के लिए कोई विदेशी जमा पूंजी शेष नहीं बची है। नेपाल और श्रीलंका की भी कुछ यही स्थिति है। दक्षिण एशिया में अफगानिस्तान का मानवीय संकट बेहद गंभीर अवस्था में पहुंच गया है। तालिबान के सत्ता में आने के बाद देश गरीबी से बेहाल है। यहां दो करोड़ से ज्यादा लोगों पर भुखमरी का संकट गहरा रहा है और लोगों की जिंदगी मुश्किल में है। तालिबान के आने के बाद वैश्विक आर्थिक मदद बंद हो गई है और अमेरिका ने उस पर कई प्रतिबंध भी लगा दिए हैं। अफग़़ान सरकार की संपत्ति,केंद्रीय बैंक का रिज़र्व सब फ्रीज़ कर दिया गया है। प्रतिबंधों के कारण वहां की अर्थव्यवस्था लडखड़़ा गई है। मालदीव,बंगलादेश औए श्रीलंका चीन की कर्ज नीति के जाल में पूरी तरह फंस चूके है। दक्षिण एशिया की बहुसांस्कृतिक पहचान है और सभी देशों को अप्रिय स्थिति उत्पन्न न होने देने के लिए सतर्क रहने की जरूरत होती है। इस समय आवश्यकता इस बात की है कि दक्षेस के देश आपसी व्यापार और सम्बन्धों को बेहतर करके आपसी सहयोग को बढ़ाएं।
चीन जैसे देश का हस्तक्षेप दक्षिण एशिया के देशों के लिए घातक साबित हो रहा है। बांग्लादेश और पाकिस्तान दक्षिण एशिया में भारत के विकल्प के तौर पर चीन को प्रस्तुत करना चाहते है। इस क्षेत्र में चीन के लिए युआन को मजबूत करने के गहरे अवसर भी है। युआन कूटनीति में अधिनायकवाद, साम्यवादी आक्रामकता और मानवाधिकारों की अनदेखी शामिल है। राजनीतिक अस्थिरता से अभिशिप्त दक्षिण एशिया में चीनी प्रभाव पृथकतावाद को बढ़ावा दे रहा है और कई देशों की संप्रभुता को भी खतरे में डाल रहा है। भारत पर सामरिक दबाव बढ़ाने के लिए चीन ने भारत के पड़ोसी देशों में सहायता की कूटनीति से अपना प्रभाव बढ़ाया है। अब दक्षेस पर उसकी नजर है। दक्षेस में कभी भारत की राजनीतिक हैसियत बहुत मजबूत हुआ करती थी, लेकिन अब स्थितियां बदल चुकी है। भविष्य में यह भारत विरोधी देशों का मंच नहीं बन जाए इसे लेकर भारत को सतर्क रहने की जरूरत है।
